Compress Video for PowerPoint
Video embedded in a PowerPoint deck is stored inside the .pptx file, so a 400 MB clip makes a 400 MB deck — one that is slow to open, impossible to email, and prone to stuttering on a conference room laptop that is also running Teams.

MP4 with H.264 and AAC is the combination Microsoft documents as universally supported across Windows, macOS and PowerPoint on the web. HEVC is the usual culprit behind "PowerPoint cannot play this media" — it depends on a Windows codec extension that is frequently missing.
Compress before you insert, not after
PowerPoint has a built-in Compress Media option (File → Info → Compress Media) and it does work, but it is a blunt instrument: a handful of presets, no control over resolution or bitrate, and it re-encodes what is already in the deck — a second generation of loss on top of whatever the clip had already been through. Compressing the source file first and inserting that gives you a smaller deck and a better-looking video.
Embed or link?
Embed when the deck will travel: emailed, presented from a USB stick, opened on a machine you have never seen. It always works, and the file size is the price.
Link when the deck lives on your own laptop and the video is large. PowerPoint stores a path, the deck stays small — and if the file moves, the slide breaks. Never link for a deck you are sending to someone else.
A practical target
Aim for the whole deck under 20 MB if it has to be emailed. For a single 60–90 second clip that means roughly 15 MB of video, which at 1080p is comfortable. For anything longer, put the video online and link to it from a slide rather than carrying it.
